Handle ElevenLabs Conversational AI post-call completion webhooks.

TODO(verify-with-key): ElevenLabs signs its workspace post-call webhook with the elevenlabs-signature header (t=<ts>,v0=<hex_hmac> over {ts}.{raw_body}); wire the verifier in _process_self_serve_provider_completion once the workspace secret is confirmed. ELEVENLABS_COMPLETION_EVENTS is a tolerant guess.
