Home-city autocomplete for the onboarding / profile home-location picker.

Unauthenticated like destination-autocomplete (the onboarding step runs pre-auth). Localities only — a home must be a city, not a country or state — and structured (place_id + texts) so the selection can be resolved to coords, components, and proposed airports via POST /places/resolve-home-location.
