Revoke a DVAK

Retire one DVAK by the last 4 characters of its token. Revocation is immediate and total: the key can no longer unseal, and every VAT it has already minted is refused from that moment, because each use of a VAT re-checks the key behind it, so access ends now rather than when those sessions would have expired. Requires the admin role. A system grant (dvak_type system) is refused: it is retired only with the feature that holds it, by disabling that feature.
