Read the bounded, customer-scoped API key aggregate

Returns API-key metadata only; key material and hashes are never returned. connected_apps lists the apps connected to the workspace over OAuth (grants, newest first, at most 50, with has_more); enabled is false, with an empty list, while OAuth sign-in is not available.
