Read the bounded New-agent wizard aggregate

Returns one tenant-bound DTO for the hosted New-agent wizard. Start and Identity receive presets, the hosted language intersection, and the workspace wallet header — not existing agents, activity, numbers, credentials, catalogues, or the voice gallery. step=voice (and the retired step=review) adds the stack catalogue without embedded directory voices plus the same bounded gallery the editor embeds. Direct voice/pinned-voice links use that same one request. Pure read: no provider calls, writes, or secret retrieval.
