Reconcile a split bundle — per-form sum-of-children vs the statement total

For a confirmed split bundle, returns a per-1099-family tie-out: the sum of the children's control-line box values, reconciled against the statement total where one exists (1099-B proceeds). has_statement_total=false means it's a neutral sum-of-children readback, not a variance check — so a CPA can confirm a consolidated 1099 split ties out.
