Manually open ANY document for split — the CPA fail-safe override
Flips a document into AWAITING_SPLIT on demand so the CPA can split it regardless of how the classifier labeled it (single form, 'Other', 'Unsupported', or a failed classification). Rejects a SPLIT_CHILD; idempotent if already awaiting split.
