Resolve a platform identifier to a lineage LID

Resolves a Nextflow run or file path to a lineage LID. Exactly one of sessionId or filePath must be provided. A run is identified by sessionId and runName: a resumed run inherits the parent run's sessionId but produces its own lineage record.
