Agent Schedule Send

Schedule a draft send. THIS REACHES REAL RECIPIENTS.

Unlike request_send, which stages into the human approval queue and reaches nobody, this hands the send to the dispatcher. Three things gate it and none replaces the others: the dispatch:execute scope, the tenant's approval policy on the schedule transition, and a confirmation receipt.

Runs the SAME perform_schedule the app's own button runs, with the tenant passed explicitly rather than read from ambient state.
