V1 Check Drift

DriftKB supersession check (TOOL-12, check_drift backend).

Answers "for my problem, is the method I use superseded — and by what?" over a grounded, entity-resolved knowledge base of textual critique receipts + benchmark dominance edges (mig 150). No LLM call; reads the denormalized drift_* serving tables.

Rate limit: 30/minute per API key.
