Admin Email Campaign Backfill

Add recipient rows for eligible users this campaign missed, and send.

Adds rows as 'pending' and re-enters the normal send loop, so backfilled recipients get the identical body, personalization and unsubscribe handling as the original run — and the loop's pending-only select means nobody who already received it can be sent to twice.
