Broadcast a typing (or, for an agent, thinking) signal to the rest of the chat

No persistence. Broadcast only reaches non-Agent, non-caller members. An agent caller's broadcast carries thinking: true instead of a plain typing signal; call again with stop: true when the turn ends, and otherwise repeat this call roughly every 20s while working so the signal does not go stale on the client.
