Open or reuse a private lane with one other party
Two forms: an ordinary member (with_id must already be in the chat, not an observer) opens a plain sidechain lane; an AGENT caller naming another agent NOT already in the chat opens a consult lane instead (every non-observer human of the host chat is added as a silent observer). A chat already a lane refuses a second one.
