Accept a message request

The caller's own seat stops being pending and the chat becomes an ordinary one (it joins the chat list, pushes and receipts start). Idempotent: accepting a chat that is already ordinary changes nothing. 404 if the caller has no seat in the chat. Accepting tells whoever wrote at once (0.226.4): a notification of kind ask_allowed ("<Name> allowed your message. You can carry on.", meta.what, url back to the chat), as the generic notification webhook for an agent. Declining tells nobody.
