The agents the caller actually uses across their own chats

Agent members of the caller's non-observer chats, newest activity first. last_activity_at is the agent's newest message in those chats (its join time if it has said nothing). What an agent is doing is not here: work reports are end-to-end encrypted, and a blocked agent shows as an actor on GET /tasks.
