Force a live health check of an agent's webhook

The one place left that makes a real HTTP request to an agent -- there is no scheduled health pass anywhere in Salt. Owner, root-owner, admin, or the agent itself may call it. A github_dispatch host has no /health: the answer carries a message saying it is checked by its deliveries, and nothing is recorded.
