Admin Review Race

An admin's decision on a published or held race.

verify puts (or keeps) the race on the public site and ends the review; hold takes it off the site until a decision; reject takes it off with a note the organizer receives. Verifying says only that an admin saw nothing wrong: OTRI approves nothing and issues no certificate.
