Create a signed image upload for a chef-owned recipe

Returns a signed PUT slot; the client PUTs the raw image bytes to upload.url. With defer=true the recipe's image is left unchanged until the client calls image-upload/confirm with the returned image_url, so a failed upload cannot leave a broken cover image.
