Mark Slack Ping Responded

Track B Workflow #5 — manually mark a slack_pings row as answered.

Used when Roberto responds to a #sales-signals ping but can't (or didn't) react with an emoji. Sets responded_at = NOW() and response_type = 'manual'.

The auto-update path via Slack reactions is a follow-up — needs a Slack app event subscription (reactions:read scope) that Roberto configures. See implementation doc §3.1 Workflow #5.
