Vetting Integrity v1 check N: day-1 client "same person?" emails and the one day-3 reminder (placement_continuity_service.run_tick).

Driven by the cron-scheduler opt-in job placement_continuity (daily). No-ops with {"skipped": "flag"} while PLACEMENT_CONTINUITY_ENABLED is off. Advisory-locked; send markers live in integrity_signals, so a re-run never double-sends.
