Intro Sla Tick

Sweep overdue intro requests and re-ping Slack (Epic 1.1 SLA).

Escalates every intro_requests row that is past sla_due_at, not yet escalated/resolved, and whose lead is still parked in deal_stage 'intro_requested' (any stage move = Roberto engaged = clock stopped; those rows are resolved instead of escalated).

Runs via the external GitHub Actions cron (intro-sla-cron.yml) — NOT in-process APScheduler, which starves on ephemeral Railway replicas (enrollment incident 2026-08-18). Idempotent: escalated_at is the dedupe, stamped in the same transaction as the sweep.
