14-day "still in the pool" heartbeat (candidate_status_ping_service).

Moved off APScheduler in Wave 2 Epic 2.3 (it double-fired across uvicorn workers). Advisory-locked; per-row last_status_ping_at makes re-runs idempotent inside the 14-day window.
