List Utterances Internal
Agent polls this to discover diarized utterances + participants from the Recall transcript ingest (speaker-identity Phase 0). Same contract as /imported-frames: caller advances since to the newest started_at seen. Participants are returned in full each call (small, and the agent needs name updates that arrive after the participant's first utterance).
