Get Run Latency Rows

Return raw per-pass latency rows for a run, ordered by turn then pass index. Used by the run-detail Latency tab's drilldown view + histogram. For suite-parent runs, fans in across every child probe so the parent page shows the full distribution. Returns an empty list for logic runs.
