Commit a chunk of a link sweep

Internal Temporal activity interface for OperatingMemoryLinkSweepWorkflow: the link agent's answers for a chunk of anchors. Rails re-checks and writes them as one repair run tagged with the sweep, named run_uuid so a retried chunk returns the run that already landed. 409 while another repair run holds the tenant; 410 once the sweep has been undone.
