Resume a workflow

Set a paused workflow live again; the next run is scheduled from its cadence.

Requires the workflows:write scope.

Response. { "workflow": { …, status: "live", nextRunAt } }. Idempotent. Resuming a workflow the agent proposed accepts it. 404 for an unknown or another account's workflow.
