Get Execution Flows
Traced execution flows from the engine's ExecutionFlowReport.
Returns the top-N flows by score (engine pre-sorts, so this just truncates). Empty response when the artifact is missing — matches the contract used elsewhere in the dashboard for read-on-demand artifacts.
