Health Memory

Memory + artifact-cache gauge for early OOM warning.

Separate from the /health liveness probe so the Railway healthcheck stays a trivial 200. Read-only and fully defensive: any failure to read a metric yields None for that field, never a non-200. status is "warn" once the L1 cache crosses 80% of its byte budget, and a structured warning is logged so an incident leaves a trail.
