Delete Monitor

Delete a monitor. No undo endpoint; it stops matching immediately and its slot frees up. Its past deliveries are not erased -- they stay queryable via Delivery History, scoped or aggregate, forever. Returns 404 monitor_not_found if the id is not yours. Cost: Free per call.
