GMV Max automation quick-start templates

Hard-coded set of quick-start automation templates the portal exposes (e.g. 'Boost top performers', 'Wind down low-ROAS'). Preview only: they use vocabulary Creative Boost does not run (metric roi, operator >=, non-boost actions), so POST /automations refuses them as-is with 422 UNENFORCEABLE_RULE naming the fix. Not shop-scoped — same set for every caller.
