Deactivate emergency stop

Deactivates the emergency stop system to restore normal reel operations.

Deactivation releases the emergency stop lock and allows normal motor control operations to resume. The system returns to its previous operational state, ready to accept movement commands.

Exercise caution when deactivating emergency stop - ensure the area is clear and safe for reel operations before proceeding.
