Get command lockout status

Retrieves the current status of the command lockout feature.

Returns whether movement commands are currently blocked by the lockout system. This status check allows applications to verify system state and provide appropriate user interface feedback about operational restrictions.

Command lockout status is independent of other system states like emergency stop or safeguard conditions.
