GET `/api/v0/main-frontend/credit-registration-admin/registrations/{credit_registration_id}/linking-candidates` - Who on the code's enrolment list a student stuck waiting for a student number may be. Lists the roster live and keeps the people no account is linked to who enrolled before account linking began, whom no linking email went to. Ranked by resemblance to the student's account, which is only a hint. Stores nothing beyond the call log row every study registry call writes.
