POST `/api/v0/main-frontend/credit-registration-admin/account-linking/manual-link` - Links a student number to an account on an admin's judgement. The last resort, for a student whose mailbox host will not accept our mail at all. An admin's judgement stands in for proof of mailbox control, so the link is marked `admin_manual` forever, carries the reason and names the admin.
