List draws

Lists the draws on projects your service account can access, newest first, cursor-paginated. project_id narrows the list to one project and state to draws currently in that state. An unknown or inaccessible filter value yields an empty list.

state_changed_since narrows to draws whose current state was recorded at or after that instant — each draw's state_changed_at. Together with state it answers "which draws were funded since my last run":

It is the moment the change was recorded in Rabbet, not the date the change is dated: a draw marked funded today with a funding date last week counts as changed today, so a scheduled pull never misses a backdated one. A draw unlocked and funded again changes again, and is returned again, as is one whose unlock is undone.

Overlap each run with the last. Take the largest state_changed_at you received as your checkpoint, start the next run an hour before it, and skip any draw you already exported at the same state_changed_at. A change is stamped a moment before it becomes visible, and the list is ordered by when draws were created, not when they changed, so a run that starts exactly at its checkpoint can miss one.
