Unlock a draw

Unlocks a locked draw — one in state funded, paused, withdrawn, or rejected — returning it to its previous state so its state can change again. Unlocking a funded draw also reverses the funding side effects.

A locked draw cannot change state through PATCH /draws/{drawId} directly: that request fails with 409 and code DRAW_LOCKED, which points here. Unlocking a draw that is not locked returns 409 with code DRAW_NOT_LOCKED.
