Send mobile verification code

Sends (or re-sends) a 6-digit SMS one-time code to the account with the given mobile number. Used after a mobile-first sign-up and when changing the mobile in settings. Always returns 204 — the response never reveals whether a mobile number has an account. Re-sends are rate-limited (60s cooldown); codes expire after 10 minutes.
