Decline a team invite

Public (unauthenticated) decline — the invitee says no. No one-time code is required (the token is the credential and declining grants nothing). The invite keeps its token: the owner can re-send it (POST /organization-roles/{organization_role_id}/resend-invite), and accepting off the original link still works while the invite is valid, so a mistaken decline is recoverable.
