Assign a batch of work items

Assigns each work item in the batch to the given assignee and, when a payoutAmountCents is supplied, sets that item's performer payout at the same time — the flow for bundling a set of court pickups onto one server and paying by trip. Internal-only. Each item is processed independently (its own transaction): a failure on one item does not roll back the others, and the response reports per-item success/failure. Batch size is capped at 100.
