WorkItems

List the actions available on a work item

Returns the actions applicable to the work item in its current state, each with its input field schema. Availability is item-aware (e.g. mark_ready only appears once the item is assigned), so a generic ops UI renders exactly the action buttons a user can take now, and builds each action's form from its inputs.
