Get Clinic Child Updates Page

The next page of one child's unread updates, for the catch-up modal.

The feed's own RPC narrowed to this child (p_child_id) at offset + limit, so the page shares the feed's scope, unread window and total order exactly. That caps paging at the RPC's 50 per child; past it the modal points at the child's timeline.
