List Video Transfers

T3-12 (BILLING_RULES.md §10): list videos where a channel-ownership transfer has been detected by SnapshotCollector.

Returns videos whose videos.detected_youtube_channel_id differs from the youtube_channel they're currently linked to. These need manual admin review since automated transfer handling isn't implemented.
