Directly update an outlet status

Manually set an outlet to any publication status, bypassing the fixed review/activate/archive flows. Restricted to the literal ADMIN role (not SUPPORT_AGENT/WRITER, unlike most admin outlet routes). Intended as an ops override, not a replacement for the review workflow. Does not trigger publisher-facing notifications. ARCHIVED transitions are rejected - use the dedicated archive/restore endpoints for those.
