Post Microsite Claim Guest Sessions

Move a guest's microsite progress to the account the caller just signed in to (PRA-255 item 29).

Ownership: the caller's own token proves the account, and guest_id_token (verified, anonymous, another uid) proves the guest. The guest token expires after an hour, so send it right after sign-in.
