Send Test Notification

Send test notification to specific users for a given scenario. Does NOT log communication_log (unlike regular notifications).

Args: request (TestNotificationRequest): Contains scenario_id and list of user emails (max 5)

Returns: TestNotificationResponse: Contains status and message

Raises: HTTPException: With appropriate status code for various error cases
