Send Test Email Endpoint

Send test email to specific users by email. Does NOT log user communication (unlike regular emails).

Args: request (TestEmailRequest): Contains either scenario_id or collection_id, and list of user emails (max 5)

Returns: TestEmailResponse: Contains status and message

Raises: HTTPException: With appropriate status code for various error cases
