Put Tenant Services

Replace the tenant's allowed_services. Bubbleye admins only — tenants cannot change their own list; that is the point of the list.

Only GOVERNED names are accepted. An ALWAYS_ON name is refused too, so the caller learns it is always on rather than believing it stored it.
