Dismiss Due Followups

The old contract, kept: one UPDATE scoped to the caller's tenant, through the given date, clamped to UTC tomorrow so a client cannot dismiss upcoming rows. A dismissed one-off is paused (its history stays), which is what "gone from the list" means here.
