Tenant Services Endpoint

The services a tenant holds: its stored allowed_services ∪ ALWAYS_ON.

Read by meta-copilot at session refresh. Meta mints its own session JWT and otherwise never re-contacts pozeidon after login (see /internal/revocations below), so this is how a tenant that lost meta_copilot stops getting fresh meta sessions. A failed read raises ServicesUnavailable, which main.py answers 503 — never a default list; meta refuses the refresh either way.
