Set Colleague Access

Add or remove one client from the colleague-MCP audience allow-list.

This is the whole onboarding/offboarding switch: no env edit, no restart. Enabling takes effect on the client's next token verify; disabling stops new authentications immediately (existing access tokens still expire on their own short TTL — revoke the refresh-token family to cut a live one).
